This has nothing to do with the BIOS.
It is with related hardware PCI louting.
Look at the PCI riser card and to see the settings of AD/IRQ Jump to the AD31 / INTA and to see the problem will be solved
In ordinary, the Intel board BIOS will delimit the location of AD24 / AD31. If the Jumper is on AD24, AD31 / INTA, it will not have any conflict.
